Moves despite wheel locks and bowl tips while on it

The cart looks pretty and is functional, however it isn't pleasant for clients because they have to almost flex/hold their legs in a still position and can't relax because the cart slides around easily and the pedicure bowl tips while on it despite weight of water. Unsure how to fix it but for the price I expected a more functional product

Still moves

Unfortunately on a solid surface (slate flooring) even with the wheels locked, once a client puts their foot (feet) on the bowl, the bowl still moves.

True Thoughts

I just got the product recently. It seems to work well. It doesn't roll as smooth as I would like however. For the price I paid- I expected a higher expectation. Super pretty though.
